Abstract: The article precedes the firs t publication of the PhD thesis of A.P. Novoseltsev “The Cities of Azerbaijan and Eas tern Armenia in the 17th–18th centuries,” which was defended at the Ins titute of His tory of the Academy of Sciences of the USSR in 1959. The content of the work is discussed, the peculiarities of the author’s methodology are briefly described; the preservation of the relevance of the work and its conclusions for the modern s tudies of the Middle Eas t city is shown. In many aspects the pioneering work of A.P. Novoseltsev remained completely unknown to orientalis ts (since it has not been published), that significantly affected both subsequent s tudies of the Middle Eas t city and works devoted to more general issues of the his tory of the South Caucasus and Iran. At the end of the article, explanations related to the preparation of the typewritten text of the PhD thesis for publication are given.
